Living in the City, Re-evaluation of Urban Areas

What significance can housing facilities have for urban restructuring? The housing form is no longer approached in an abstract fashion, but is linked to current developments in the city, particularly on the peripheral urban sites. These are areas which up to now have managed to slip through the net of urban planning. This position on the sidelines makes them interesting, because economic shifts have led to them becoming eligible for a change of use and they offer opportunities for solving spatial frictions. Peripheral sites are therefore often strategic sites too. The task set by Europan 2 was to formulate responses to a twofold polarisation. Firstly, a polarisation between stagnant cities and cities with a strong economic dynamism. Secondly, a programmatic polarisation: economic factors are often decisive in areas due for restructuring, so that little attention is paid to housing and everyday life in the city.

Sites

Apeldoorn Welgelegen - The task is the change of function of an industrial site along the Apeldoorns Kanaal, adjacent to the town centre. The site is part of a large-scale restructuring of the inner city and canal banks. As well as dwellings, the task envisages a city park and a new pedestrian bridge. Part of the site is reserved for a technical college.

Breda De Steenakker - Clasped between a new housing district, a suburb, a town renewal district and the town centre the huge site is situated. Dominating traffic connections intersect the area. The site, which has an incoherent character, should thus be structured by a varied programme of housing, that the relation is strengthened between the city centre and the residential district situated farther away.

Nijmegen De Hessenberg - Newspaper De Gelderlander is established on the site, as well as the former orphanage. After De Gelderlander is moved, the site is available for housing. Special attention is requested for units with a flexible layout and a surprising layout of the public space. The entrance of the former orphanage should be preserved.

Zaanstad Zaanwerf - The site is part of the Zaanoever project, an eleven-kilometres-long strip along the banks of the river Zaan, where a new urban glamour should be created on former industrial area. Buildings on the site have to strengthen the housing function of the centre of Zaanstad, promote the relation with the adjacent residential neighbourhood and improve the living environment by creating an attractive public space along the bank of the river Zaan.
